(GASIP) is a Government of Ghana Programme designed to provide a framework for a long-term nancing engagement for private sector-led, pro-poor agricultural value chain development in Ghana. It is being nanced by the Government of Ghana and the International Fund for Agricultural Development (IFAD) and conancing is being sought from other Development Partners in the agricultural sector. It is being implemented by the Ministry of Food and Agriculture (MOFA).
The programme is national in scope and governed by a demand - and market-driven approach that will provide a basis for scaling up investments in pro-poor agricultural value chain development led by the private sector.
GASIP will competitively evaluate agribusiness development proposals from all qualied parties (private sector, government, civil society, research, Farmer-Based Organizations, etc.) that show promise to positively impact on smallholders and ultimately on Ghana’s economy.The strategic focus of GASIP will be on smallholder farmers, to make them more competitive by increasing their capacity to respond to market demand in terms of quality, price, time and volume thus contributing to METASIP objectives.
GASIP will finance Value Chain enhancing infrastructure through the provision of technical assistance for designing and implementing the infrastructure and through the provision of matching grants, having the scope of leverage nancing for protable, productivity-raising investments that would otherwise not be undertaken by either the private or public sector.
The level of matching grants is up to 90% in the case of infrastructure and facilities, to be decided case by case in agreement with MMDAs.
Infrastructure within the context of GASIP includes the basic physical and organizational structures and facilities such as buildings, roads and power supplies, irrigation schemes needed for the operation of a society or enterprise.
In view of the need to make infrastructure accessible to all GASIP clients, a mechanism for nancing a) rural value chain infrastructure at District level and b) enabling public infrastructure, will be implemented by GASIP in line with decentralized administration.
